Job Title: Professional Staff Member, Technology Staffer (Minority) 

U.S. House of Representatives: House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party (Select Committee on China) 

Location: Washington, D.C. 

Overview: The House Select Committee on China is seeking a highly motivated and technically proficient staff member to support its work on the U.S.-China strategic competition in emerging technologies and export control policy. The ideal candidate will have a deep understanding of export control mechanisms, dual-use technologies, and the strategic implications of advanced technologies such as artificial intelligence (AI), robotics, quantum computing, and biotechnology. This position is central to shaping bipartisan recommendations that protect U.S. technological leadership and national security. 

Responsibilities

Analysis and Research

  • Monitor and evaluate U.S. export control policies, particularly those targeting dual-use technologies and advanced capabilities relevant to the U.S.-China strategic competition.
  • Track foreign access to U.S. technologies and assess national security risks associated with sensitive technology transfers.
  • Conduct in-depth research on AI, quantum technologies, biotech, and semiconductors, with particular focus on their military, intelligence, and economic implications.
  • Analyze developments in international export control regimes, including the Wassenaar Arrangement and multilateral coordination with allies. 

Policy Support

  • Draft memos, legislative proposals, policy options, and hearing materials on topics related to emerging technologies, technology protection, and export controls.
  • Evaluate executive branch rulemakings and interagency initiatives concerning export administration and foreign investment screening.
  • Prepare briefing materials, backgrounders, and talking points for committee members and staff for use in hearings, roundtables, and external engagements. 

Stakeholder Engagement

  • Engage with stakeholders from the Departments of Commerce, State, and Defense, as well as national labs, think tanks, academia, and private industry.
  • Facilitate briefings, interviews, and classified meetings to gather expert insights on controlling sensitive technologies and curbing illicit technology transfer.
  • Build partnerships with key experts and institutions to maintain awareness of evolving risks in global technology governance. 

Strategic Recommendations: 

  • Propose actionable strategies to modernize U.S. export control systems and close enforcement gaps that may benefit the Chinese Communist Party.
  • Recommend policy frameworks to promote secure innovation ecosystems while preserving U.S. leadership in key technologies.
  • Collaborate with committee staff on cross-cutting efforts involving trade, supply chain resilience, industrial strategy, and national security. 

Qualifications

  • Bachelor’s degree in international affairs, science and technology policy, national security, public policy, or a related field; advanced degree preferred.
  • At least 3–5 years of experience in export control policy, dual-use technology regulation, or related national security and innovation policy fields.
  • Deep understanding of the U.S. export control system (e.g., EAR, ITAR) and familiarity with international regimes (e.g., Wassenaar, MTCR).
  • Subject-matter expertise in at least one emerging technology area (e.g., AI, quantum, biotech, semiconductors) with ability to assess policy implications.
  • Excellent research, analytical, and writing skills.
  • Ability to communicate complex regulatory and technical issues to non-technical audiences.
  • Experience in Congress, the executive branch, or a technology-focused organization is strongly preferred.
  • Mandarin-language skills are desirable.
