October 17, 2023

WASHINGTON, D.C. – Today, Congressman Raja Krishnamoorthi (D-IL), Ranking Member of the House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party (CCP), issued the following statement regarding the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) releasing a package of rules designed to strengthen export controls on advanced computing semiconductors and semiconductor manufacturing equipment, as well as items that support supercomputing applications and end-uses to China, and to place additional related entities in China on the Entity List.

“Today’s announcement shows that the Biden Administration is serious about putting national security first in ensuring American technology is not fueling CCP human rights abuses and military modernization. We cannot decouple our economy with the People’s Republic of China, but we can engage in a commonsense way that protects America’s interests. These rules are a big step forward in providing a lasting framework to stand up against CCP aggression and for America’s values.

“今天的声明表明,拜登政府认真地将国家安全放在首位,确保美国技术不会助长中共侵犯人权和军事现代化。我们不能在经济上与中华人民共和国脱钩,但我们可以以常识性的方式来保护美国的利益。这些规则是在提供一个对抗中共的攻击和维护美国价值观方面的持久框架向前迈出的一大步。”
