Ranking Member Krishnamoorthi Calls on President Trump to Reject China as Security Guarantor in Ukraine

August 21, 2025

WASHINGTON — Congressman Raja Krishnamoorthi, Ranking Member of the House Select Committee on the Chinese Communist Party, released the following statement on Russia’s proposal to make China a security guarantor in Ukraine:

President Trump must unequivocally reject Russia’s proposal to grant China a role as a security guarantor in Ukraine. The idea is preposterous. NATO’s 2024 Washington Summit declaration made clear that Beijing is the decisive enabler of Russia’s brutal war of aggression. Since signing a ‘no limits’ partnership with Moscow just days before the 2022 invasion, China has emerged as the key patron of Russia’s war machine—supplying technology for drone and missile production, serving as the largest purchaser of Russian oil and gas, and providing other critical support.

The Chinese Communist Party cannot be trusted to serve as an honest broker in Ukraine. Allowing Beijing to present itself as a guarantor of peace would reward the very regime sustaining Russia’s aggression while advancing China’s false image as a responsible global power. That outcome would undermine Ukrainian sovereignty, NATO unity, and America’s national security.
