Following Efforts Led by Select Committee, Federal Retirement Plan Addresses Investments in PRC

November 17, 2023

WASHINGTON, D.C. – Thanks to efforts led by the House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party (CCP), the Federal Retirement Thrift Investment Board (FRTIB), the main U.S. federal government pension fund, announced recently that it would exclude People’s Republic of China- and Hong Kong-listed stocks from the index its “International Fund” tracks.

Congressman Raja Krishnamoorthi (D-IL), Ranking Member of the Select Committee, has spearheaded the push to address the issue of the Thrift Savings Plan (TSP) including mutual fund options that invest in PRC entities under U.S. sanctions, highlighting this issue during the Select Committee’s field hearing in New York City in September. Previously, it was reported by Newsweek that more than 115 mutual funds in the TSP contained more than 20 sanctioned or watch-listed PRC companies or their subsidiaries.

“Our Select Committee’s efforts to prevent American capital from supporting CCP military aggression and human rights abuses are gaining traction,” said Ranking Member Krishnamoorthi. “I commend the FRTIB for its decision to exclude PRC- and Hong Kong-listed stocks from the Thrift Savings Plan retirement system used by more than 6 million federal employees, including members of the military. Just as the Select Committee is committed to protecting the American people from harmful CCP policies, it’s also our duty to protect their money too. I look forward to continuing to work with my colleagues on both sides of the aisle to address these problematic outbound investments and identify further legislative action that protects the interests of the American people from the CCP’s economic aggression.”

Ranking Member Krishnamoorthi’s opening statement and questioning of witnesses from the September field hearing on the risks posed by the CCP to American investors and markets can be found here.
